## Current operational boundary

- Phase 0 runs through public GitHub issues, pull requests, files and history.
- Delivered functions create non-transferable points and voting weight under the published DAF-000 and DAF-001 rules.
- No blockchain, token, treasury custody, anonymous participation or automated evaluation is running here.
- The public repository is the ledger; decisions must be recomputable from its history.
